Three weeks gives you the same five cities plus Yunnan or the Silk Road, without constantly being on transit mode. The worst China trips are ones where travelers move every two nights. Three weeks allows staying 3 to 4 nights in each place.

2. What is the difference between the classic and the western route for 3 weeks in China?

The classic route stays on the east coast and south: Beijing, Xi'an, Chengdu, Guilin, Shanghai. The western route dips into Yunnan or the Silk Road, which requires flying more but rewards with far less-visited landscapes. The west feels less like tourism and more like actual travel.

Yes, if you plan carefully and book the Tibet permit 20 to 25 days before you want to enter. The Tibet permit is issued by a licensed agency and takes 10 to 15 working days to process.
